That up there is Gackpo, the guy with Gackt as his seiyuu.
Yeah, he looks like a girl. His designer I think is by the guy who drew Basilisk the manga. He sounds awesome, like Gackt C:

But he looks like a bloody girl with a... erm, bass.

He's Len, from the Kagamine twins in Vocaloid set 2. In another verison, he was replaced by Hatsune Miku, a girl with an even higher voice. But her incredibly girly voice was a strange match, it sounds better like this.
